Mexican Talent Network!

Technology...Made in Mexico!

Two years ago a group of Mexicans working in the technology field gathered regularly to have informal discussions regarding Mexico’s role in the global high tech marketplace. These informal gatherings evolved into a formal organization and network with the goal of connecting US-based technology companies with their Mexico-based counterparts. The Mexican Talent Network (MTN), founded and based in Silicon Valley, aims to build global partnerships and place Mexico on the technological map.

With the help of the General Consulate of Mexico in San Jose and informal networks, MTN’s founders reached out to companies like Sun Microsystems, AMD, Microsoft, Hewlett Packard, and Oracle to identify other Mexican nationals working in the technology sector. Many have been living and working in the Valley for over a decade, but they are enthusiastic to help establish Mexico as a technology powerhouse.

Mexicans are the largest immigrant group in the US, but we have not targeted the many market opportunities that exist in the area,” said Angel Camacho, MTN founding President. “Our purpose is to promote Mexico as a technology hub, a destination for outsourcing, and as a market for highly educated and talented professionals.” MTN views Mexico as a natural partner with US technology ventures. According to BusinessWeek, there are currently 451,000 Mexican students enrolled in full-time science and engineering undergraduate programs compared to the 370,000 students enrolled in the United States.

Mexico’s proximity to the US makes bi-national business ventures easy. Mexico is within two time zones of the Valley, and there are three daily international flights from the San Jose International Airport to the various technology centers in Mexico.

MTN’s mission is to serve as a catalyst for improving the image of Mexico and Mexicans; promoting Technology Business; serving as a vehicle for wealth creation; promoting Science and Engineering; and providing opportunities to all of its members.

Gun-toting priest sings for social causes

"Padre Pistolas" brings cheer to a Michoacán parish

CHUCÁNDIRO, Mich. - This jolly 240-pound man isn´t dressed in red, and he doesn´t rely on reindeer to pull a sled. Instead, he drives a pickup and packs a .38 pistol as he delivers toys.

And though he looks like a cowboy, he´s a man of the cloth.

Meet Alfredo Gallegos Lara, the parish priest of tiny Chucándiro, in the central state of Michoacán, 200 miles west of Mexico City. Dubbed "Padre Pistolas" (Father Guns), the towering, singing priest will deliver toys to the neediest children this holiday season and bring smiles in a region torn apart by heavy migration to the United States and a violent turf war between drug traffickers.

"All that´s left for the people of this region is faith," he said. "My job is to help them maintain, or restore their faith and hope."

Padre Pistolas admits he´s unconventional. He sells CDs and DVDs of himself singing popular ranchera songs and uses some of the proceeds to fund good deeds and public works projects, which have earned him the praise of many locals. Among them is Blanca Nelly Calderón, a 23-year-old elementary school teacher and waitress.

"He can be full of himself," Calderón said as Padre Pistolas dined on stew at her family´s restaurant. "But we judge for his actions, not for what he says, and he does more than any other priest, certainly more than the government."

The padre praised the stew with a profanity-laced compliment.

"Ay, Padre," Calderón said with a sigh.

In this traditional town, it´s his down-to-earth style, he said, that helps him connect with his parishioners year round, but especially during the Christmas season. He sees his job as ministering to those who sometimes end up on the wrong side of the border or the law.

TROUBLED TIMES

Michoacán, the home state of President Felipe Calderón, is one of Mexico´s poorest and most troubled states. It sends large numbers of immigrants to the United States. Some who stay find work in the drug trade. The area is known for producing marijuana and methamphetamine.

The state is also the scene of a bloody turf war that has claimed about 500 lives, a large share of the estimated 2,200 drug-related killings nationwide this year. Calderón sent more than 6,000 troops and federal police to the state this month to regain control.

Caught in the middle are children, some of them orphans, who would face a bleak Christmas and 6th of January - Three Kings Day - without Padre Pistolas.

"They´re innocent children who need to believe in el Niño Dios (the Christ Child) and the good of mankind," he said.

His parishioners include lonely women who walk to his chapel and complain of absent husbands and broken families; widows and mothers who lost their husbands or sons and daughters to drug violence; and fathers who return home from places like Dallas and feel like strangers in their own land.

These days, you can also find Padre Pistolas singing alongside emigrants visiting home. When the music dies, he might lecture them for being "cheap and irresponsible" for not sending enough money to help their families or fix up the community - including a contribution for the church bell, which is undergoing its first makeover in 111 years.

But his biggest peeve is infidelity. He castigates those who cheat on their wives with "those big, domineering American women up north" only to hurt their families in Mexico.

"He keeps us straight, accountable for our actions," said Celedonio López Ambriz, 29, who was visiting from Portland, Oregon.

The padre´s blunt style and gun-toting ways have brought him criticism from the Catholic Church hierarchy. His superiors have urged him to focus more on sermons than on being a showboat, said one church official said, speaking on condition of anonymity.

Padre Pistolas downplays the criticism, saying that a little profanity hardly compares to the highly publicized cases of pedophile priests who have scandalized the church in recent years. On a recent Sunday, his use of profanity during the sermon made some parishioners cringe and others smile or chuckle.

"Sometimes he can get under your skin," said Efraín Tapia, 51, a rancher, "and you always have to be prepared to put your hands over the children´s ears."

"Yes, I know sometimes I get on my soap box and let out a few too many cuss words," he said. "But the church has more pressing moral issues to deal with. Also, my parishioners want someone they can relate to, not someone who will just stand up in front of them and preach."

Sometimes after Mass he puts on his cowboy hat, tight jeans and crocodile boots and hangs out with parishioners. He´ll pick up his guitar and belt out a few tunes. He´ll take a swig or two of tequila. And he´s never far from his shiny black revolver.

About a half-dozen of his close friends have been shot, he explained. His church has been broken into, and three of his trucks have been stolen. He carries the gun for protection, especially when he goes into remote villages to give last rites to drug traffickers or hear a widow´s confession.

"I´ve never used my gun, and I never plan to, but confronted with a bad situation, we have the right to defend ourselves," he said. "These are very dangerous villages."

It´s his willingness to minister to all those who need help that has earned him respect.

The pistol-packing priest is raising money to renovate a crumbling church and to improve schools. He hopes to build a road linking the isolated community to a highway, funded partly by donations from immigrants in the United States. He serves as a link between immigrant communities in the United States and their struggling homes in Mexico.

Last summer Padre Pistolas said Sunday Mass at Our Lady of Perpetual Help Catholic Church near Love Field in Dallas - and sold CDs afterward, said Father Salvador Guzmán, a priest there. Several parishioners knew the padre from Mexico, Father Guzmán said.

"Many of the people of the parish felt very comfortable with him. There was a clear connection," Father Guzmán said.

"He was well-received. He speaks to the immigrant hope, their pain, and their longing for home.

"Some of the people seemed to get offended by his use of language," Father Guzmán added, "but for the most part he was able to connect with the parishioners."

The padre also visited Holy Trinity Catholic Church in Dallas, where he sang for parishioners. During a week´s visit in Dallas, he sold about 500 of his CDs, he said, raising money for the road project and his annual Christmas toy drive.

"I feel an obligation to them for supporting the projects back home and to their families, especially the children, who smile at the sight of a toy," he said. "If I stop being Padre Pistolas and focus on routine chores, nothing gets done. And this community needs more projects than baptisms."

Gandhi's legacy - the Nonviolence

GANDHI INFORMATION CENTER - INTRODUCTION:

Established in 1990 the GANDHI INFORMATION CENTER has been freely available for Education and Culture. It has more than a hundred members at home and abroad, amongst them well-known scientists, artists and authors as e.g. the Nobel Peace Prize winner Adolfo Perez Esquivel, Count Serge Tolstoy (1911-1995) and Professor Joseph Needham (1901-1995).

The Gandhi Information Center became well-known all over the world on account of the distribution of the Manifesto against Conscription and the Military System. This Manifesto revives attention to two manifestoes signed by Gandhi, Einstein, Buber, Freud and Tolstoy's assistants Birukoff and Bulgakov against military training of youth. In the meantime this Manifesto has been translated into 25 languages and has been signed by more than 200 outstanding personalities from over thirty different countries.

Since 1990 the Gandhi Information Center for Research and Education on Nonviolence, has organised educational activities with publications about the Life and Achievement of Mahatma Gandhi. The Gandhi Information Center has made contacts all over the world and contributes to an international network.

The nonviolent, active resistance as developed and lived by Gandhi is to serve as focus and support. Connected with this the active members wish to document the origins of Nonviolence in multifold traditions (e.g. the nonviolent doctrine of Tolstoy in Russia, the Civil Disobedience of Henry David Thoreau, the Civil Rights Movement of Martin Luther King in the USA, the Social Ethics of John Ruskin in England, the Arc communities of Lanza del Vasto in France as well as the reasons of conscience of religious conscientious objectors in Austria and Germany).

Satyagraha was the title under which the Gandhi Information Center has recently published information for its members. The first two issues were dedicated to the commemoration of Gandhi's 125th birthday and our correspondences to the followers of Leo Tolstoy in Russia.

MANIFESTO AGAINST CONSCRIPTION AND THE MILITARY SYSTEM



In the name of humanity,

for the sake of all civilians threatened by war crimes,

especially women and children, and

for the benefit of Mother Nature suffering from war preparations and warfare,

We, the undersigned, plead for the universal abolition of conscription as one major and decisive step towards complete disarmament.

We remember the message of 20th century-humanists:

"It is our belief that conscript armies, with their large corps of professional officers, are a grave menace to peace. Conscription involves the degradation of human personality, and the destruction of liberty. Barrack life, military drill, blind obedience to commands, however unjust and foolish they may be, and deliberate training for slaughter undermine respect for the individual, for democracy and human life.

It is debasing human dignity to force men to give up their life, or to inflict death against their will, or without conviction as to the justice of their action. The State which thinks itself entitled to force its citizens to go to war will never pay proper regard to the value and happiness of their lives in peace. Moreover, by conscription the militarist spirit of aggressiveness is implanted in the whole male population at the most impressionable age. By training for war men come to consider war as unavoidable and even desirable." (1)

"Conscription subjects individual personalities to militarism. It is a form of servitude. That nations routinely tolerate it, is just one more proof of its debilitating influence.

Military training is schooling of body and spirit in the art of killing. Military training is education for war. It is the perpetuation of war spirit. It hinders the development of the desire for peace." (2)

We encourage all people to emancipate themselves from the military system and, therefore, apply methods of non-violent resistance on the lines of Mahatma Gandhi and Martin Luther King, as they were:

Conscientious Objection (by conscripts and professional soldiers, in war and peace time), Civil Disobedience, War Tax Resistance, Non-Cooperation with military research, military production and arms trade.

In our age of electronic warfare and media manipulation, we cannot deny our responsibility to act in time, according to our consciences. It is high time to demilitarize our minds and our societies, to speak out against war and all preparations for it.

Now is the time to act, now is the time to create and to live in a way that saves the lives of others.

Rights activist held in Oaxaca prison, alleges false arrest

Alberto Cilia Ocampo, a thin 21-year-old university student and regional chess champion from Mexico City, came to Oaxaca to document cases of forced disappearances and other human rights violations on Monday.

Little did he know that within hours of his arrival, he would become the next case.

At 4 p.m. Monday, hooded state police officers grabbed Cilia off the street together with Sarah Weldon, a 22-year-old French university student and Omar Rodríguez Camarena, a 28-year-old graduate student in history, and whisked them off in the back of a state police pickup truck.

"I saw two guys wearing ski masks approach me. They grabbed my head, slapped me in the face, forced me down and put a hood over my head," Cilia said through the metal grating of the state penitentiary in Ixcotel.

For the next 46 hours, Cilia and his two friends would live what they had come only to bear witness to: torture, interrogations, constant relocations between various state holding facilities, forced confessions, and ultimately trumped up charges.

Cilia came to Oaxaca City on Monday as part of a commission sent by the Yaxkin Human Rights Center, founded by his father David Cilia Olmos in 1991.

David Cilia said he began to receive calls the night of Saturday, Nov. 25, when Federal Preventative Police fought for hours in the streets with hundreds of members of the Oaxaca People´s Assembly (APPO).

After the police detained and beat dozens of APPO protesters David Cilia´s colleagues in Oaxaca urged him to send a commission to help investigate and document human rights violations in the wake of the confrontation.

"We met and deliberated on Sunday and decided to send a commission that night," David Cilia said. "Alberto arrived in Oaxaca City on Monday morning, gathered numerous testimonies and was on his way back."

Cilia first learned of his son´s disappearance at 4:11 p.m. on Monday when another member of the Yaxkin delegation called him. That call remains registered in his cell phone.

State Judge Guadalupe Lucas Figueroa said the two young men were charged with "sedition and aggravated acts of arson."

Judge Lucas Figueroa said police detained the three "suspects" because "they were burning a motorcycle and chanting political slogans," he said.

Although the judge insisted state ministerial police carried out the arrest, a court clerk provided a copy of the police report that said state preventive police had made the arrest.

After 46 hours, Alberto Cilia and Rodríguez were finally able to speak with relatives for 30 minutes on Wednesday at the prison in Ixcotel.

Weldon, however, is still incommunicado. Her lawyers said officials from the National Immigration Institute would not let them speak with or see Weldon, nor would they confirm her whereabouts. The lawyers are preparing an injunction to prevent Weldon´s deportation.

In Ixcotel, both Alberto Cilia and Rodríguez were in good spirits and had few visible signs of torture on their faces. They testified that they had been hooded, slapped, stepped on, had a burning liquid poured on their backs and were threatened with electrocution.

Throughout their beatings, police constantly threatened both men with death saying they would cut up their bodies and mail the parts off to various relatives, the men said.

Cilia said that when the police first searched them they argued about whether or not to apprehend them, some officers saying that was no evidence.

After a brief dispute, the police arrested them. The victims said police took them to four different holding facilities in 46 hours, repeatedly beating and threatening them.

Cilia said state police forced them to sign false confessions, including that APPO leader Flavio Sosa had paid them 50 dollars to make Molotov cocktails.

Both men plan to fight the charges and say they´ll file criminal charges against their captors as well as state authorities.

En sus páginas se informa además del calendario de actividades y la fecha de los recorridos del tabasqueño por el país. El primer número recoge además el texto del discurso pronunciado por López Obrador el pasado 3 de noviembre, durante el acto de presentación de los integrantes de su gabinete.

Los miembros del consejo editorial, Miguel Angel Vázquez Reyes, María Novoa Portela y Ulises Martínez Flores, abrieron además una sección ­"Para mantener el recuerdo''­ en la cual consignan informaciones que desde muy variados ámbitos refieren a acciones a las que se oponen todos aquellos que participan en el movimiento de resistencia civil y a cuyas manifestaciones regionales dedican una plana entera.

Se ocupan además de informar sobre los conflictos vigentes en el país, como el de Oaxaca, donde expresan su solidaridad con la asamblea popular de esa entidad.

With President Vicente Fox leaving office, Mexico will be witnessing a curious transition of power. Monday the backers of defeated Mexican presidential candidate Andres Manuel Lopez Obrador named him the country's "legitimate president," and on Dec. 1 President-elect Felipe Calderon will assume the official office. Though most pundits condemned Lopez-Obrador for taking such an extreme step, financial markets have barely noticed. The Mexican peso has gained ground since the July election and the stock market recently reached a record high.

The market is right and the ideologues are wrong. Lopez-Obrador's decision is an attempt to overcome a fundamental problem of constitutional design. In contrast to parliamentary systems, presidentialist constitutions do not provide institutional space for the leader of the opposition.

In England, for example, the leader of the opposition immediately takes his place on the front bench of the House, with his "shadow Cabinet" regularly challenging the government's policies. Under presidentialism, the losing candidate is simply sent home.

This is a major weakness of the system even when the electoral verdict is clear and the electoral authorities are trustworthy. Although the losing candidate may be a good sport, and concede to the victor, the people lose when the candidate fails to function as the leader of the opposition. The problem is far more severe when a cloud of doubt weighs over the electoral result.

This is what has happened in Mexico. Though the election was decided by fewer than 234,000 votes out of nearly 42 million cast, the electoral authorities have failed to take the most obvious steps to assure the public of the integrity of the process.

In contrast to Bush vs. Gore in 2000, Mexico's Federal Elections Institute has rejected media requests to gain access to the ballots to conduct an independent recount. Worse yet, even though the Federal Electoral Tribunal conceded the existence of widespread irregularities, it refused to disclose the details of its partial recount. Unsurprisingly, polls reveal that 30 percent of Mexicans, more than 35 million people, believe that Calderon did not win the election cleanly.

Most of these 35 million constituents inhabit the underside of the Mexican economy. Today, more than 40 million Mexicans live on less than $4 a day, while more than 40 percent of Mexico's wealth is concentrated in the top 1 percent of the population. Mexico's per capita real gross domestic product has grown by only 0.7 percent annually since the early 1980s. Migration to the U.S. has historically been a crucial escape valve. The Bush administration's decision to crack down on immigration and construct a wall along America's southern border with Mexico will only make problems worse.

Frustration abounds. Without a leader to help channel and organize this discontent, Mexico may indeed head toward a downward spiral of chaos and crisis. The present situation in the state of Oaxaca may unfortunately set the example for the future of the country as a whole. More than 1 million elementary students there were left without school for more than five months, 14 people have been killed, and a series of homemade bombs was recently detonated by opposition groups.

Within this context, Lopez-Obrador's alternate government may be precisely the stabilizing force that Mexico needs to revitalize its faltering democracy. Lopez-Obrador has gone out of his way to insist that his left-wing movement is non-violent and his backers have followed his example religiously. It would be a grave mistake for the new government to ignore, persecute or repress this movement. To the contrary, the challenge is to encourage Lopez-Obrador to operate as a responsible opposition leader and take concrete steps to collaborate on strategies to democratize the management of power and eradicate poverty and inequality.

There is a great deal of evidence supporting the theory that presidentialism is one of the principal causes of Latin America's notorious difficulties in stabilizing its democratic life. But there is no hope of changing the system in the short run. The challenge instead is to compensate for its grave deficiencies through creative statesmanship on both sides. Otherwise, the market's bullish preliminary assessment may prove misleading in the middle term.

Mexico's left forms a coalition

What is FAP?

It´s the Broad Progressive Front (Frente Amplio Progresista), a coalition of Mexico´s three left-wing political parties, the Revolutionary Democratic Party (PRD), the Convergence Party and the Labor Party (PT).

Before the July elections, these parties campaigned together as the Coalition for the Good of All. Their presidential candidate was former Mexico City Mayor Andrés Manuel López Obrador. On Oct. 11, they formalized their status as the FAP coalition, with the goals of developing a common political agenda and presenting a united voting bloc in Congress.

It´s the first time a formal coalition has been created in Congress since enabling legislation was passed in 1977.

Antonio Gómez, a member of the Federal Electoral Institute (IFE), says it´s good for Mexican politics. He thinks of coalitions as "consensus-building instruments" that could help to break voting deadlocks that have stymied legislation in the past.

Horacio Duarte of the PRD concurs. "(It) allows the three parties in the Senate and the Chamber of Deputies to have consistent visions and common strategies and to present a common front, and this will allow us to work much more effectively," he said.

The three parties agree on a list of nine objectives. Most of them are motherhood-and-apple-pie items, but a couple stand out.

One is "transformation of the existing political regime." That might, or might not reflect López Obrador´s vow to change Mexico´s institutions, and might, or might not be good for Mexico, depending on what the changes are.

Another is to "recover the autonomy of the institutions, with respect to the special interests that have colonized the State, and return to a political system in accordance with the new plural reality of the nation." Few would look askance at that goal.

There may be another, less obvious objective alongside the laudable intent to consolidate viewpoints in Congress via the tri-party united front.

López Obrador´s refusal to accept defeat in the presidential election, and his refusal even now to recognize Felipe Calderón of the National Action Party (PAN) as president-elect, have distanced him from some powerful PRD members.

Governors of at least two PRD-dominated states and the party´s congressional coordinator, Javier González, have said they would defy his order not to acknowledge Calderon´s status, and are willing to work with him. Party founder Cuauhtemoc Cárdenas, still a powerful force within the PRD, endorses that strategy.

Instead, López Obrador arranged to have his followers anoint him Mexico´s "legitimate president," with the swearing-in to take place on Nov. 20, the anniversary of the Mexican Revolution. One editorial-writing wag commented that that will make him president of "Pejeland," a reference to his often-used nickname, el Peje.

López Obrador´s stance puts him in danger of being marginalized by his opponents within the party, especially after the PRD failed to win his home state, Tabasco, in the Oct. 15 election.

The concept of the FAP coalition was the idea of Manuel Camacho Solis, once a heavyweight for the Institutional Revolutionary Party (PRI) but most recently a PRD member of the Chamber of Deputies.

By endorsing the FAP, López Obrador may be able to turn the tables — to marginalize his in-party opponents by shifting the focus away from the PRD to the more broadly-based coalition.

If he succeeds, he may have another chance to run for president in 2012. Meanwhile, the coalition can prepare a legislative agenda to enhance its prospects for making electoral gains in the mid-term 2009 elections.

Whatever other effects the naming of López Obrador as "legitimate president" and the formation of the FAP may have, there´s at least one constructive element — the creation of a "shadow cabinet" to monitor the administration´s activities department by department and publicize its shortcomings.

Shadow cabinets are commonplace among opposition parties in countries like Britain and Canada, which operate under the British Parliamentary system. It makes sense there, since most cabinet ministers are members of Parliament, though they may also be recruited from the Upper House (the House of Lords in Britain and the Senate in Canada).

There, opposition party members have an opportunity to debate, question, harass, and even embarrass the government and its cabinet every day that Parliament sits. The daily Question Period, during which the opposition controls the agenda, makes it especially hard for a government to sweep unsavory issues under the carpet.

In a Republican system like Mexico has, a shadow cabinet does not have the same opportunity to interact directly with cabinet members. Instead, it must be creative, using news conferences and perhaps public demonstrations to highlight what it believes to be errors and mismanagement being committed within the administration.

It can still be effective at keeping incompetent or corrupt members of government in the public spotlight.

Questions remain about the FAP coalition. How effective will it be? Can it avoid the divisiveness that afflicts most coalitions and groups that lose elections? How will the more conservative wing of the PRD respond to it? Will López Obrador emerge as the party´s dominant force, or will power revert to the Cárdenas faction?

The FAP is an experiment with real potential in Mexican politics, and one that bears watching.

The people of Mexico are initially forming APPO´S, local, in colonies, communities, towns, cities, regions, countries, later themselves will be integrating, organizing, and structuring.

By now, the people who have the opportunity and the honor to be able to support and to orient other individuals and many groups and organizations that have the will, the dream, the wish and the decision to act and participate in favor of create their own APPO' S. We are supporting them, through an organization called: APPOYO

At the present moment some activist, are traveling through the "corridor" that splits different cities such us the city of Veracruz-Xalapa-Tlaxcala-Puebla-Pachuca-Queretaro-Celaya-Irapuato-Guadalajara-Tepic-Puerto Vallarta. The main objective is to create an "expansive wave" that cover all the national territory and then it could be expanded to other communities who are living outside of Mexico.

Los Angeles, California.- The sense of community, to be together, becomes the connection that unites them with the people of LA in this cold and individualist country. Little by little the Mixtec civilization has arrived, zapotecos and young ayuuk j' aay of the region mixe. They have recently emigrated to this country. As in their original towns, the agreements are continue assuming in assembly and in the last meeting the natives have decided to be part of the Popular Assembly of the People of Oaxaca (APPO).

The people present in the constitution assembly on October 5, gave its word and told the others what this decision signifies for themselves. By the moment, their participation will consist in offering solidarity to the brothers and sisters that are fighting in Oaxaca-Mexico. They want to carry out actions, mobilizations, and accusations against Ulises Ruiz Ortiz, the represor governor in Oaxaca. Those who came from Zaachila and Macuiltianguis were the most enthusiastic in the promotion of the adhesion to the APPO. Everybody shared the same feelings, those who came from Zogocho, the Cajonos region and practically from within all the different regions of the native land of President Juárez. The first indigenous president in LatinoAmerica.

"We are the same, here and overthere. Any attack who affects to them, it affects us. Also, to our families, and to our brothers and sisters", was commented by Odilia Romero, general organizer of the woman affairs for the FIOB.

Se trata de crear una “onda expansiva” que cubra todo el territorio nacional y despues se expanda a lo internacional.

Los Angeles, California.- El sentido de comunidad, el estar juntos, se convierte en la conexión que los une en este frío e individualista Primer Mundo. Poco a poco llegan mixtecos, zapotecos y jóvenes ayuuk j’aay de la región mixe media, recientemente emigrados a este país. Como en sus pueblos de origen, aquí los acuerdos se siguen tomando en asamblea y en esta ocasión los indígenas reunidos decidieron declararse parte de la Asamblea Popular de los Pueblos de Oaxaca (APPO).

Los presentes en la asamblea realizada el 5 de octubre, dieron su palabra sobre lo que ésta decisión significa. Por el momento, su participación consistirá en brindar solidaridad a los compañeros que están luchando en México realizando acciones movilización y denuncia en contra del represor gobierno de Ulises Ruiz Ortiz. Los de Zaachila y Macuiltianguis fueron los más entusiastas en promover la adhesión a la APPO; compartieron este sentir, los de Zogocho, los Cajonos y prácticamente todos los originarios de la sierra Juárez.

“Somos los mismos, aquí y allá. Lo que les pase a ellos nos afecta a nosotros también, a nuestras familias, a nuestros paisanos”, comentó Odilia Romero, coordinadora general de asuntos de la mujer del FIOB.

Resolucion Convencion Nacional Indigena

RESOLUCIÓN DE LA CONVENCION NACIONAL INDIGENA


Los delegados y representantes de los pueblos, comunidades y organizaciones indígenas, participantes en la Convención Nacional Indígena (CNI), reunidos en la Cámara de Diputados del Honorable Congreso de la Unión en la Cd. de México, el día 15 de Septiembre del 2006:

ATENDIENDO AL LLAMADO DE LA NACION, para participar en la Convención Nacional Democrática (CND) y reconociendo en Andrés Manuel López Obrador, un buen gesto, al haber rescatado el tema de los pueblos indígenas, al invitarnos a participar, ocupando el lugar principal, en la plaza donde se llevara a cabo este magno evento.

TENIENDO PRESENTE el espíritu de nuestros ancestros, hombres y mujeres, que ofrendaron sus vidas y su sangre, en todas las luchas por la liberación de México de su opresores, en la Guerra de Independencia, en la Guerra de Reforma, y en la Revolución Mexicana, para darle rostro a nuestro país, llamado Estados Unidos Mexicanos, en el cual, quedamos excluidos como parte de él, aun cuando somos los primeros dueños del territorio nacional, con una filosofía ancestral, con instituciones, identidad, formas de gobierno y cosmovisión propias, y por tanto, verdaderas naciones antes del México Independiente.

TENIENDO PRESENTE TAMBIEN el espíritu y letra de los Acuerdos de San Andrés, traicionados por el actual régimen, que aquí retomamos, como base mínima de derechos a ser reconocidos.

CONVENCIDOS de que la única salida para garantizar nuestros derechos en nuestra Carta Magna, es que se refunde al Estado mexicano, a través de la instauración de un nuevo Congreso Constituyente que refunde a la Republica Mexicana, sus leyes y sus instituciones, con una visión incluyente, con rostro y fuerza indígena.

RECORDANDO todos los esfuerzos realizados por nuestras organizaciones, pueblos y comunidades indígenas para avanzar hacia la libredeterminación y autonomía, ejercida de manera cotidiana en nuestros pueblos, con la que hemos logrado sobrevivir y salvar parte de nuestras tierras y territorios, nuestra cultura e instituciones propias como una forma de resistencia, a pesar de las políticas genocidas que han enfrentado nuestros pueblos.

RECLAMANDO TAMBIEN que a pesar de haber ofrendado la sangre de nuestros abuelos y abuelas en la construcción de nuestro país que tomó forma en el Pacto Nacional para constituir la República Mexicana, nos excluyeron y combatieron de múltiples formas, pretendiendo de manera velada, acabar con nuestros pueblos, para borrarnos de la Carta Magna que dio origen a este sistema de Gobierno, que no reconoce nuestra existencia. Por lo tanto, si ese Estado-Nación no nos reconoce, no podemos reconocerlo como institución encargada de velar por nuestra felicidad y nuestras vidas, y tristemente, tenemos que reconocer que Somos Pueblos sin Estado, el cual, nos ha negado nuestro derecho inalienable a Libredeterminación.

RECONOCIENDO que nuestra infame situación en la que nos han sumido los gobiernos neoliberales, por sus políticas públicas indigenistas y neoindigenistas que ofenden y laceran nuestra dignidad con sus prácticas asistencialistas y paternalistas, situación ésta, que afecta también a los campesinos y a otros sectores de la sociedad empobrecida, solo será posible superarla, unificando nuestras luchas, hasta ahora dispersas.

AFIRMANDO CON DIGNIDAD Y ORGULLO nuestra pertenencia, arraigo e identidad étnica como Pueblos Indígenas, descendientes de los pueblos originarios que poblaron nuestro suelo patrio, antes de la presencia del invasor europeo.

NO OLVIDANDO LOS AGRAVIOS recientes cometidos contra nuestros pueblos, que han venido exigiendo reconocimiento pleno a nuestros derechos, en tanto sujetos de derecho público, negados en las pasadas reformas a la Constitución en el año 2001, por todos los partidos políticos, sabiendo de antemano que en los instrumentos jurídicos de carácter internacional, que han suscrito los gobiernos en turno, éstos, ya han sido reconocidos.

PROFUNDAMENTE INDIGNADOS Y OFENDIDOS por la burla y cinismo con la que se han conducido los órganos electorales en las elecciones del 2 de Julio del 2006, encargados de dar transparencia y certeza al proceso electoral, al haber conculcado los derechos ciudadanos en cuanto a elegir democráticamente al Presidente de la República Mexicana, imponiendo a la nación instituciones facciosas y espurias que comprometen gravemente el porvenir de la misma.

INVOCANDO el Art. 39 Constitucional y los instrumentos jurídicos de carácter internacional, tales como el Convenio169 de la Organización Internacional del Trabajo (OIT), y la Declaración de la Naciones Unidas sobre los Derechos de los Pueblos Indígenas adoptada el 29 de Junio del 2006 por el Consejo de Derechos Humanos; que reconocen plenamente nuestro derecho a la libredeterminación y autonomía; las organizaciones, pueblos y comunidades participantes en la Convención Nacional Indígena, adoptamos con firmeza, coraje y decisión, la presente Resolución:


1.- RECONOCEMOS A ANDRES MANUEL LÓPEZ OBRADOR como el Presidente Legítimo de todos los mexicanos, a quien le fue arrebatado el triunfo electoral de la manera más vil, cínica y cobarde por las instituciones electorales caducas y serviles al poder y el dinero. Y al mismo tiempo, le manifestamos nuestro apoyo total, hasta las ultimas consecuencias, manifestándole, que estamos listos los hombres y mujeres indígenas para integrarnos a su gabinete de Gobierno Democrático y Revolucionario. Al mismo tiempo, demandamos que la Convención Nacional Democrática emita la convocatoria de un nuevo Congreso Constituyente que habrá de instalarse llegado el momento, donde todas nuestras propuestas, no serán desechadas, sino por el contrario, serán objeto de una revisión seria y profunda, con el fin de que sean incluidas sin mutilación ni regateos, en esa nueva Carta Magna, por la que entremos por la puerta grande, a formar parte de ese nuevo Estado pluriétnico, pluricultural y con pluralidad jurídica que debe tener un rostro indio, plural e incluyente, en esa nuestra nueva Nación Mexicana.

2.- NO RECONOCEMOS a Felipe Calderón Hinojosa como Presidente de México, pues es el resultado del más grande y escandaloso fraude electoral de los últimos años, cometido sin ningún rubor con los adelantos de la cibernética y de manera arcaica como lo hacía el PRI en sus mejores tiempos. Estamos concientes que las propuestas contenidas en ésta Resolución, no podrán ser implementadas a plenitud en un régimen excluyente de derecha, como el que pretende encabezar un gobernante ilegitimo, por lo tanto, lo combatiremos.

3.- EXIGIMOS la instauración de un nuevo Congreso Constituyente con plena representación de los pueblos indigenas, que retome nuestras propuestas autonómicas y las haga parte de ese nuevo Estado y Nación Mexicana incluyente, que reconozca a los pueblos indígenas como una entidad de derecho publico. En ese Congreso constituyente, los Acuerdos de San Andrés y la Declaración de las Naciones Unidas para los Derechos de los Pueblos Indígenas, aprobado el 29 de Junio del 2006, deben ser retomados como la base mínima de derechos a ser reconocidos en esa nueva Constitución.

4.- RECHAZAMOS la Celebración Festiva del Bicentenario de la Independencia de México y del Primer siglo de la Revolución Mexicana, sin una reflexión profunda de lo que han significado estos hechos para nosotros, pues a pesar de que nuestros antepasados, participaron en esas gestas heroicas, en la fundación del Estado-Nación mexicano, éste, nos excluyó en todas sus Constituciones, negando nuestra existencia.

5.- EXIGIMOS que en las reformas legislativas sean tomados como piso mínimo los convenios, tratados, declaraciones y otros acuerdos constructivos internacionales relacionados con los pueblos indígenas, armonizando los instrumentos jurídicos de carácter internacional con las leyes nacionales.

6.- DEMANDAMOS una verdadera participación en todos los niveles de toma de decisiones del Estado Mexicano, que garanticen plena participación indígena, tomando en cuenta las decisiones de las autoridades, hombres y mujeres indígenas para su desarrollo en lo jurídico, legal, social y cultural, como en el diseño, ejecución, control y evaluación de políticas públicas, con presupuestos significativos y mecanismos legales con rango de obligatoriedad para su cumplimiento efectivo y real, para detener para siempre las políticas de simulación.

7.- EXIGIMOS una Reforma Electoral integral que establezca la creación de la Sexta Circunscripción Plurinominal para garantizar nuestra participación en la Cámara de Diputados y Senadores, como cuota afirmativa, atendiendo al porcentaje superior de población indígena en los Estados de la República.

8.- TAMBIEN EXIGIMOS la redistritación real y efectiva que obedezca realmente a las necesidades de ubicación geográfica y cultural de los pueblos indígenas y no del número de población mínima que debe de contener un distrito electoral.

9.- DEMANDAMOS la inmediata remunicipalización integral de los territorios indígenas del país, que permita la reconstitución integral de nuestros pueblos, con el fin de garantizar la participación, en el proceso de toma de decisiones en el gobierno municipal, de manera libre y democrática, con respeto a nuestras instituciones y formas de gobierno propias.

10.- EMPLAZAMOS al Poder Legislativo Nacional y a los Congresos Locales de los Estados, a que inicien una reforma al sistema de partidos, adoptando políticas afirmativas que obliguen a los partidos políticos, que en los distritos indígenas, garanticen la designación de candidatos indígenas; así como, se dé reconocimiento a sus formas de elección de autoridades y representantes populares al Congreso, basado en sus usos y costumbres, con modalidades alternativas a la de los partidos políticos, tanto en los ayuntamientos municipales, como para elegir a sus representantes en los Congresos.

11.- EXIGIMOS que las leyes emanadas del nuevo constituyente nos garantice el acceso pleno e irrestricto a los medios masivos de comunicación, asimismo ejerceremos nuestro derecho a tener medios comunitarios en nuestros pueblos para apoyar y fortalecer a las lenguas y culturas indígenas.

12.- Demandamos en nuestros pueblos y territorios indígenas, la construcción y conducción por nosotros –mero-, de un proceso educativo gratuito, laico, continuo, permanente y pertinente, que contribuya a la investigación y fortalecimiento de nuestras propias culturas, lenguas, conocimientos, identidad y espiritualidad indígena, así como la investigación científica, la capacitación técnica y el intercambio tecnológico, que sean social y culturalmente viables, ambientalmente aceptables y económicamente factibles. Así mismo, planteamos el reconocimiento, enseñanza y la oficialización de nuestras lenguas indígenas en nuestros pueblos y territorios, a fin de que su uso sea obligatorio en todos los ámbitos de la vida pública. Así como la formación de traductores e intérpretes en lenguas maternas, para que presten sus servicios donde la población indígena lo requiera.

13.- EXIGIMOS un alto a la introducción de organismos genéticamente modificados entre ellos el maíz transgénico y a la manipulación genética del maíz nativo, con fines comerciales, pues la evolución del maíz hasta la actualidad, representa la base de alimentación de nuestros pueblos y el conocimiento acumulado de cientos de años del conocimiento tradicional de nuestros antepasados. Al mismo tiempo rechazamos la cláusula del Tratado de Libre Comercio sobre la apertura de fronteras para la introducción de maíz y frijól a partir del primero de enero del año 2008.Es preciso retomar el control de la semilla – no sólo del maíz y del frijol, sino de todos los recursos vegetales locales para la alimentación y la agricultura, originarios o domesticados en estas tierras, muchos de los cuales México aportó al resto del mundo – mediante acciones de producción sustentable y conservación comunitaria enriquecidas con los conocimientos tradicionales y llegar así a un México autosuficiente en semilla y alimentos. Lo anterior debe tratarse como un asunto de seguridad nacional, bajo el amplio marco que ofrece la soberanía alimentaria.

14.- DEMANDAMOS el reconocimiento y respeto irrestricto al Patrimonio Cultural e Intelectual de los Pueblos Indígenas, contra la ambición desmedida neoliberal, que quieren apropiarse de ellos con fines comerciales, sin que nuestros pueblos, accedan a los beneficios que de ellos se desprendan, para lo cual se deben de implementar leyes que las protejan.

15.- PROPONEMOS que los mecanismos de participación ciudadana, tales como el plebiscito, referéndum, iniciativa popular, revocación del mandato, la rendición de cuentas de los servidores públicos y representantes populares, así como, la transparencia real de las cuentas y acciones de gobierno, la representación política de nuestros pueblos indígenas, deben quedar garantizados por la Constitución, que considere un órgano ciudadano que garantice la imparcialidad de las elecciones . Al mismo tiempo, proponemos el mecanismo de la segunda vuelta en elecciones presidenciales, para gobernadores de los Estados y municipales, cuando exista una diferencia mínima entre candidato y candidato de un 5%.

16.- CREAR el Parlamento Indígena de México que sea el espacio plural de participación política de hombres y mujeres de nuestros pueblos, como una instancia de organización, verdaderamente representativa e incluyente de todos los pueblos indígenas de México, la cual, debe emitir propuestas e iniciativas de ley para ambas Cámaras y principalmente debe ser el instrumento de los pueblos indígenas para la refundación del Estado Mexicano.

17.- PROPONEMOS que la Comisión de Asuntos Indígenas de la LX Legislatura de la Cámara de Diputados sea presidida por los diputados participantes en esta Convención Nacional Indígena, y a partir de ahora, ésta, sea ocupada por diputados indígenas con reconocido compromiso con el movimiento indígena.

18.- EXIGIMOS que se investigue y se repare el daño cometido contra las mujeres y hombres esterilizados, atendiendo a la Convención del Delito de Genocidio de las Naciones Unidas, que considera a la esterilización forzosa como un crimen de lessa humanidad.

19.- RECHAZAMOS TOTALMENTE el hostigamiento a las mujeres indígenas en sus trabajos cometidos por sus patrones o jefes, así como la negligencia de las instituciones de salud, con que tratan a las pacientes indígenas. La falta de traducción instaurado como oficial, aumentando los índices de mortalidad materna al momento de dar a luz.

20.- EXIGIMOS UN ALTO INMEDIATO a la violencia institucionalizada, intrafamiliar y la triple discriminación cometida contra las mujeres, niñas, niños y ancianos indígenas. Nos pronunciamos por la dualidad y la equidad de género en las comunidades indígenas. Nos manifestamos en contra de la comercialización, tráfico y prostitución de las mujeres ,niñas y niños de nuestros pueblos

21.- En tanto no se reformen las instituciones y el marco jurídico nacional que proponemos, en nuestra calidad de participantes en esta Convención Nacional Indígena junto con nuestros legisladores indígenas, lucharemos juntos para que a partir de ahora se priorice en el presupuesto federal el fortalecimiento del campo y las economías regionales de los pueblos indígenas, campesinos y otros sectores rurales empobrecidos a través de la instauración de una partida económica suficiente, que como un fondo de compensación busque revertir de manera urgente las tendencias de pobreza extrema; un fondo emergente para el desarrollo integral de los pueblos indígenas con metodología participativa, que fomente una política de desarrollo integral para los pueblos y comunidades indígenas con pleno reconocimiento a su forma de organización y usos y las costumbres que nos lleve a materializar el autodesarrollo de nuestros pueblos.

22.- Exigimos el reconocimiento y apoyo a los indígenas migrantes, tanto en el territorio nacional como en el plano internacional.


RESOLUTIVOS ESPECIALES.-


1.- Exigimos la libertad de todos los presos políticos indígenas y no indígenas, encarcelados injustamente, en especial los presos políticos de San Salvador Atenco.

2.- Esta Convención Nacional Indígena repudia la actitud represiva del Gobierno Federal y Estatal en contra del Pueblo de Oaxaca, y también repudia el aplazamiento de la salida de Ulises Ruíz Ortiz, por lo que se exige al Senado de la República el elevado ejercicio de su responsabilidad y facultades para la desaparición de poderes que permitan el establecimiento de la gobernabilidad y la paz social, al tiempo que se pronuncia por la salida inmediata del ejército mexicano de los pueblos y comunidades indígenas, que con sus autoridades comunitarias en estos momentos son objeto de represión, hostigamiento y persecución en el territorio nacional y en particular en Oaxaca donde las comunidades de San Gaspar Yagalaxi, Guelatao, y los municipios del Distrito de Ixtlán están sufriendo el acoso militar y constantes retenes. También pedimos el castigo inmediato a los autores materiales e intelectuales de los asesinatos cometidos contra el Pueblo de Oaxaca, la APPO y el Magisterio Oaxaqueño y la liberación inmediata de los presos políticos.

3.-Repudiamos las acciones del Gobierno Federal, que a través de la Secretaría de Educación Indígena, de manera intempestiva y atropellada, esta implementando una Universidad Indígena en Guerrero, totalmente distinta a la iniciativa original planteada por las organizaciones, comunidades y pueblos indígenas de Guerrero, violando flagrantemente el derecho de consulta, claramente establecido en el Convenio 169 de la OIT y en la Declaración de las Naciones Unidas sobre los Derechos de los Pueblos Indígenas aprobada por el Consejo de Derechos Humanos de la ONU el pasado 29 de Junio del 2006. Exigimos al gobierno federal que retome el planteamiento original plateado por los pueblos indígenas de Guerrero. ¡Ya basta de agravios y simulaciones! De lo contrario, que con su PAN, se lo coman.

4.- Impulsar de inmediato la coordinación del movimiento indígena con el movimiento campesino, así como con otros sectores de la sociedad, con sujetos históricos y actores sociales importantes con quienes iremos definiendo nuestra agenda común.

5.- Realizaremos como parte de los acuerdos tomados en esta CNI, foros temáticos en 5 regiones del país antes del 1º. de Diciembre del 2006.

6.- Demandamos que AMLO al recorrer el país realice un verdadero diálogo con el pueblo de México, en particular con los pueblos indígenas.


Hermanos Indígenas y no indígenas de México, desde el fondo de nuestros corazones indios, nosotros, los olvidados y excluidos de siempre, desde la voz de los dueños originarios de estas tierras y territorios, les decimos: ¡¡¡Es ahora o nunca!!! ¡¡¡Levantémonos!!! Porque ha llegado una luz de esperanza al final del camino, en esta larga noche de tristezas y agonías. Porque creímos que tanta ignominia no acabaría nunca. Pero la historia es terca y nos muestra, que la historia la escriben los pueblos y no el capricho de unos cuantos. Y en esta hora de la historia, la escribiremos con nuestros propios puños, y si es necesario, se escribirá la parte que haga falta con nuestra propia sangre. Porque es ¡¡¡ahora o nunca!!!. Porque ha llegado el fin del silencio indígena. Y nuestros ojos todavía lo verán, y lo contaran con orgullo y dignidad a nuestros hijos y nuestros nietos.
